I'd highly recommend talking to them rather than sneaking around spraying or
pulling up plants.

For the usual reasons of decent behavior with neighbors. And even more so here,
because she has the advantage of asking them to stop doing something illegal.

Personally, I hate this sort of thing, because implicitly I as a neighbor am
supposed to look away and be quiet. It's not kind to me.
