Actually..an arsenal is a place where weapons are manufactured. An
armory is where they are stored.

But an "arsenal" can be more than that...

1. A place for making or storing weapons and other munitions
2. a store or collection

Connotatively, an arsenal is often envisioned as a large store of
weapons, but that is not its formal meaning.
