the way it works is that the 7.8 and 9 wires are hooked up as a star
config. In the low voltage mode you create two parallel stars.
in the high voltage mode you add a series winding to each star, the
winding being 1,4 2,5 3,6 . In the low voltage mode you tie
4,5, and 6 together to get two star configs.
