Just got a reply from the Leptospirosis Information Center

"The free chlorine levels in typical public pools (2 to 4 ppm) are
sufficient to kill all pathogenic leptospires given enough time. The
standard data comes from a set of studies conducted in the late 1950's
(Alston J & Broom J, Leptospirosis in man and animals, Livingstone
Press London 1958), which proved lethality within 45 minutes at
3.5ppm. Also, with a private pool there is less volume exchange than
public pools, so a 2 to 4 ppm level would be more than adequate for
safety."
