Default what makes a bedroom a bedroom?

My current home (in Michigan) was listed as having three bedrooms (two
on the first floor unquestionably conforming; one in the basement,
probably 70% below grade, with a closet but only a small window, and not
conforming to *current* Code), but at the time I viewed it another
basement room (with no windows at all) was in use as a bedroom as well.

I have read that any room with a closet is *deemed to be* a bedroom
(even if described as something else) and must comply with current Code
for a bedroom.
