Default preparing an offer on house that has easement for septic tank in neighbors yard

From your point number 5 about "whatever it takes" it looks like you

are in a powerful bargainng position. You will be able to get a good
reduction of selling price but be sure you are allowed to dig up
neighbors yard before you buy.
