The key here is to look at the original units of "CIM."

Cubic inch per minute.

It takes so many joules to remove a cubic inch.

If you divide by time you get a time-rate of metal removal,
and that then is connected with a time-rate of energy
expenditure.

Joules per second, or watts. Similar to horsepower, up
to a constant.
