intermittent air in oil feed to central heating boiler

Hello, the outlet from my oil tank is about 4 feet below the level of the
bottom of the boiler.
If the boiler is off for any length of time the burner "misses" (stutters)
and occasionally i need to bleed the line to make it fire.
I used to have an in line reservoir (self pumping/filling) but it died
(and a plumber said i shouldn't need it).
He knows f*ck all about how to install an oil supply properly then! Doesn't
it say anything to you when the system worked "with" a resevoir/tiger loop
fitted and
doesn't "without" it. An alternative is to use a two pipe oil system but
replacing the tiger loop is undoubtedly cheaper.
Does anyone know if its possible to get an in line reservoir type
thing....or......would a tiger loop help me in any way.
All help appreciated.
A tiger loop "is" an in-line resevoir type thing complete with an anti drain
back non return valve and air seperator
