Mir? Umm, Mir is mostly vapors that have condensed out of the
atmosphere, with a few larger chunks laying on the floor of
the Indian ocean. The Russians dumped it about 6 years ago, IIRC.

But, the geosynchronus tractor idea is certainly a better way to send
materials into orbit, that's for sure.
