That's not the whole story. There was also no investment money available
because as a State owned enterprise, that money counted against the PSBR.
So, the Government, the management *and* the unions were all culpable.

The rot started long before it was nationalised. That's *why* it was
nationalised. Would have made more sense to let it fail then and there.
