Default oil spots under Maytag washingmachine

I don't think it's "normal" unless the serviceman was just there
and failed to clean up after himself.
You're right, the oil is from the transmission - I don't know
what you mean buy a "cover" but it's similar to the rear end on a
car; the transmission has oil inside, and gaskets to keep it from
leaking out.
If yhou're handy, you might be able to just tighten the bolts
and stop the leak. If it's a consistant leak, you probably want
to do something about it sooner or later. Once the transmission
is empty, it'll gunk up inside (not from heat) and get harder and
harder to operate until something else fails, usually the motor.

It's not unusual for them to leak but it's not normal.
