A general rule of thumb is to charge to 140 % of the capacity. Let's assume
the cell is discharged and its capacity is 500 mAH (1.4 x 500 = 700); so you
could charge it at 70 mA for 10 hours.

Yes, capacity diminishes somewhat with each cycle.
