Default electric water heater, finished repair but....

water in there, it isn't making anymore water going into the tank

You said the tank filled up, but was the valve still "on" (open) when it
broke? If there is not incoming water pressure, you aren't going to get
anything out of the tank...


OR

(don't laugh AND I'm not saying anything, but)

did you take the plugs out of both the inlet and the outlet when you
connected the pipes?
