IIRC The problem is that the things dry out. IF that's the case
IF you can refill them with *distilled water* ......

A deeply discharged NiCd has another answer too IIRC. Something
about getting polarized ... ? Or is it that they have to be deeply
discharged or they will become poarized after many recharge cycles?
