Can anyone tell me how to remove the drawers from a Bisley 4 drawer filing
cabinet.

The obvious question is did you ask Bisley ?

There are various methods to retain a drawer in a filing cabinet.
Sometimes pulling them out as far as possible and then tilting the front
downwards will do the trick.

Sometimes there will be a locking clip located on the side of the runner
or even underneath it which requires pushing in to release. At times
these can only be released when the drawer is in one particular
position, generally with the drawer pulled out about 2.3rds

Some cabinets even use a screw to secure the drawer in the runner. (ISTR
only Triumph)
