I've heard too many horror stories about using PVA. I use about 50-50
emulsion, possibly tending to more emulsion. I don't measure it very
accurately. I just add in enough water to make it very runny.

P.S. For new plaster, use a specialised emulsion, such as Dulux Trade
Supermatt, which is specifically designed for new plaster.
