Politics?

Pretty much. Every society has a different view (and
argument) over when one becomes "human". There is even a
reference in the Bible - Exodus 21:22-23. There, it says
that if a woman is injured and miscarries, the person that
struck her will be fined by the judges and the husband
can assign a penalty. In most cases, throughout, the
punishment for taking a life is death, so this
indicates that, at least at THAT time, the fetus was
not considered "human".
Since it has to do with humanity, it gets
complicated quickly. But then, so do political
arguments (*smile*).
