Piece of 3mm stainless steel sheet same shape as whole black plastic
piece including handle. Hammer into shape over a wooden mandrel and cut
out hole for blade. File smooth. Small panhead screws to hold on blade.

Could just bolt on a new handle, but the rest of the plastic would
break.

Probably easier to attach wood to the back of the whole thing, with holes for shaving escape.
