Yes, we used 16" tgi joist @ 28' span and did a 9/12 roof pitch.
The room upstairs is quite adequate for storage, living, bath, guest
house.....

It is at grade.......or 1" higher.
I would put concrete apron and pad, but let the owner catch his breath on
financing.......$$$$$
