Skim plastering
 
How do you skim plaster over an existing (slightly damaged)plastered
wall. I would guess the finishing plaster would have difficulty
adhering to the existing 'polished' plaster. Do you have to roughen
the plaster or coat with something like PVA?

Dilute PVA. Ideally plaster when the PVA is nearly dry but still
slightly tacky. If the surface is quite absorbant, do two coats
of PVA, the first even more dilute.
