Default Newly plastered walls- smoothing for painting?

I have just had a stud wall partion built in the lounge diner to split
the room, at the same time the plasterer filled in channels I had made
for power sockets etc. Around the edge of his work the plaster is
rough. Can I lightly sand these areas prior to applying emulsion/PVA
to smooth them out?

How long should the plaster be left before I can PVA then paint it?
