It's your local authority does the valuation for council tax.

For a 3 bed semi to be group E the rest of the area must be, um, well not
exactly upmarket :-)

Most semis are group D (like mine) or Group C.

£220/month is exhorbitant. Are there any business rates
attached to the property, or is purely residential.?
