Might help if you give the height from bottom of stairs to celing height.
I managed normal stair height with combination ladders although I had to
use as a `normal` ladder from the top of the stairs for the highest part
when painting.

So things like stair combination ladders:

Multi purpose ladders - especially the 4 section ones are handy - they
lock in various angles and so can do combinations of up and along:

(you can also lash on a normal ladder at the end to get more reach)

Step platforms to go on a ladder are handy:

Not only can these be used to make it more comfortable to work from a
ladder, they can also be used to support the end of a scaffold board[1],
to run a platform between two ladders leaning on the same wall or
opposing walls.

Or if you want posh, then a tower designed for stair applications:
