In any event when they came to build the upper storey, they would make a fine mess of the downstairs. yes, itd be a waste to build a temporaryroof then demolish it, and then water may get in and ruin the downstairs, build both stories and roof and maybe leave plastering, wiring , decorating, etc until more money comes in.
