Water Hammer. Could be sticky washer jumper in tap if this is the only
tap it happens with.

Faulty tap washer.
The note was changing as the valve was moved. Caused by the
obturating disk vibrating/chattering on the valve seat.
Fairly common.

I stayed in that hotel once. It was great fun when I got up at 06:30 when
next door had been up partying until 03:30 :-)

The only thing I've ever done in a hotel room till 3.30 was read. Well,
alright, once or twice, but then I didn't start till 3.15
