Default How to hold down a rug?

We have a large (12ft x 8ft) rug in our living room,
on top of a carpet.
The rug keeps getting rumpled up,
mainly along an old fold in the rug.

Is there any simple way of holding the rug down on the carpet?
The only thing I can think of is a nail through both
onto the wooden floor underneath.
