be satisfied when converting a house into flats?

There's no _extra_ Building Regulations that apply; there is only one
set of Building Regulations
(http://www.planningportal.gov.uk/upl...Bldg_Regs.pdf).
Regulations 5 & 6 define a change of use and detail the Parts that
apply to it. You then need to read the Approved Documents for those
parts
(http://www.planningportal.gov.uk/eng...13971412.html).
The other Regulations are also relevant (depositing plans, giving
notice, workmanship, etc).
