Default Knotting

When stains have shown through old paintwork does the stained area have to
be taken back to bare wood before applying knotting or can it be applied
after a general sanding?

Many thanks

I had the same problem (lazy builders decorators) and just put knotting
on the keyed surface. So far (for one area two years later) the stains
have not re-appeared.
