Is it the syphon or ball valve if ball valve fit a torbeck valve reduces
noise without the need to place fingers in ears.

You can also fit one of the new type flap valves for syphon these are
operated by push button and are again much more quiet.

If it is flush noise you are trying to get rid of, rather than the cistern
filling noise, you need to replace the pan, not the cistern. Syphonic types
are much more quiet, and very common in the rest of the world. Some people
hate them for leaving streaks, but they are very suitable for en-suites
where you don't want to wake the other half (or half a dozen screaming kids
down the corridor). Fit a decent quiet cistern valve to take away the
filling noise and you have a very discreet system.

OR adequate/additional pipe supports on the feed to the cistern; stops the
resonance from the float valve as it nears fully closed. Easiest is to
clean the valve. Worked for me.

In my experience trying to fasten the pipe better just makes things
worse or simply changes the note and/or time it happens.

Easiest is to clean the valve. Worked for me.

Going to that trouble one may as well change to a Torbeck(tm) type,
apart from being far quieter they fill quicker as well.
