Window to French Window - regs and permissions

If I want to replace a window with a French Window/Door, and use that
instead of the existing exit to the rear of the house, which will be
sealed up are there building regs/planning requirements to which I
need to attend, and if so, are there online websites to help with
this?

Building regs,yes. Planning regs almost certainly not.

The BC regs will apply to whether its insulated enough, and the use of
safety glass in the door (double glazed safety glass required for all
except small panes..or unless you care to enter into long discussions
about thermal properties etc... Plus whether you put a decent lintel
over the top to ensure structural integrity. Oh, and it doesn't let
water in and all that.

Unless the door is highly visible and ghastly, I'd say no one will care
if you do it.

Frankly, if you get a proper quality French door made up by someone who
knows the regulations, and installed by someone likewise..the BCO will
not have a problem. You may choose not to inform him..and save a little
money.

OTOH if he does find out, he may require you to prove it all to him,.
