Can anyone recommend a reasonably priced security camera that can produce a
reasonable quality picture at night under streetlights ?

A B&W one, colour tends to get confused at low light conditions.

I'd be surprised if they can.

unless you can get away with visible IR lamps (giving away the fact that there's
a camera) and the camera has decent optics, you will need an invisible IR
cannon and you'll still need decent optics, especially for admissible evidence
purposes. anything around 940nm is invisible to the naked eye but blindingly
obvious with an inexpensive camcorder with nightshot.

You need to look for a camera with IR capabilities, usually those at
the cheaper end will be black and white. The performance of the none
commercial ones might still not be that good under sodium lighting, but
depending upon your proposed use - you might be able to improve the
performance by using an IR lamp.

And of course is next to useless as far as colour rendition is concerned in
sodium light - unless you put in a NoNaD filter - in which case there is no
light left!

You need to go foe something like a Sony fitted with a HAD for best results
at a reasonable price.

I'm fairly sure that LPS (yellow) will emit nearly no IR.
HPS (whitish) may emit a little, but not much.

We have a IR camera, with HPS street lights. There is just about enough
light to see an image on the screen.
