PackardBell 17 Monitor A720 stuck on "Soft power down"

This machine appears to workk as far as high voltage goes but it is stuck on
soft power down mode.

Something must be forcing the safety portion to shutdown, but I doubt that
it would be in the high voltage area since it is displaying it on the
screen.
