You cannot empower people without basic understanding of situation. Carter micromanaged because he didn't trust the people around him, probably a good decision considering his choices. http://en.wikipedia.org/wiki/Bert_Lance For example he was very heavily involved in the Iranian rescue effort planning, down to the details of ground tactics, which as a Naval engineering officer he really didn't understand. He was the boss and the other military and intelligence officers planning the mission had to agree with him. One of them told me the tale later. LBJ was the same way about Vietnam, telling company commanders how to conduct raids. It's a symptom of loss of control when the commander focuses on what he understands (or thinks he does) from previous experience rather than coordinating his generals. I found it rather refreshing when GHWB told the military to deal with Iraq and the military did. GHWB being a former member of the military had a clue that while he was the CIC, that didn't make him a military genius. William Jefferson Clinton, well, Mogandishu. Enough said GWB, well, he didn't do so great, finally listened and things are going better. Now consider the next President, given our history of having our military in one or more conflicts during each Presidents term, who do you want to be CIC? I'd rather have McCain. IF the dems win, I wish it was Hillary, I've a feeling she would be a liberal Margret Thatcher. Obama is just an empty suit. Wes |
