Default Panasonic model TC-29V2PX

I have looked at bad caps etc, I don't see anything really bad

When I first plug it in it charges up the high voltage but shuts down
right away.
It could be in the picture tube one of the gun could be shorted to
filaments?

I found a bad cap C760 overheated, the plastic has shrunk and can't
read the value.
