That's why taxes are paid with withholding or added immediately to sales price.
The tax gets collected whether they want to pay or no.

When I lived overseas on an island 2500 nmi southwest from Hawaii, the
babies born there had the option to choose any of the UN countries to be
theirs at the age of 21. It terrified some parents since they knew
themselves at 21.....
