Ok Electron heads...big question!
 
As others have said, a regulator & secondary transistor(s). AND a big
ass heatsink to carry away the 40 watts that the reg wastes (10a and
16-12 v). You'd probably be better to regulate down to 14v: better for
the electronics & less waste heat. But the incand lamps wouldn't like
it so much. Or are 12v lamps designed for 13.5v?

Incans can take 13.5 no problem. Im told that LED lighting will do it
as well. Maybe.
