This tank is the type that the carborator mounts directly on top of
the tank.


Sounds like a B&S Pulsajet system. The tank is more than just a gas
holder, it's got an elevated cup that the venturi sucks gas up from.
No float. You could probably carefully clean the rust out, then coat
it, making a new tank would need you to build that cup into it.
Google "Pulsajet" for more info on how to identify, clean and adjust.
They normally work pretty well until the rubber diaphragm craps out.
I've seen other posts on 5 H.P. Briggs engines with rusting out
Pulsajet tanks, so you aren't the first. Your only other alternative
is to find a dealer that has a good scrapper pile and find a donor
engine.
