Welfare recipients should forfeit voting rights. It's a conflictof interest.

Would one say that a taxpayer should not be allowed to vote
for the same reason?

For a democracy to function, there can be no frivolity in the
matter of removing the right to vote. The inner conflict of any
voter on any issue is ... just a fact of life, not at all a
reason to rescind parts of citizenship.
