49 of the 50 states, including Minnesota, have
constitutional provisions prohibiting deficits, yet most are
on the edge of default, with many in de facto, but not yet
de jure default, e.g. California and Illinois. This should
be a red flag warning that a Federal "balanced budget
amendment" is yet another taxpayer scam to get enough
[Republican] votes to raise the national debt limit.
