Pension payouts are the same regardless of retirement age because
those who retire early get less per month. Actuaries calculate things
so the expected (average) payout depends neither on retirement age nor
longevity of individuals.

Most who retire in their 50's are not entirely or even mostly
dependent on pension or social security.
