considering allowing businesses to install non-lethal electric security
fences around their property.

The fences are powered by a solar-energy device similar to a car battery,
sending 7,000 volt jolts every 1.3 seconds into the hands of those who make
contact with the fences.

Which part? I can just hear my city council people discussing this and
all of them believing that car batteries send out 7KV jolts. They
would believe it because the police chief told them it was true, and
"we rely on our experts." The police chief, when questioned on his
"facts" would say that he received this information from the
electrical contractor who is installing the system, and who would know
better than he?

I'm surprised that they don't allow 17kv/50kA chargers for the fences.
It would clear up the courts, ensure the death of thousands of
speaking weasel jobs, and certainly cost the gov't less money in
housing fees, storing human waste (aka "perps") in those big, concrete
storage facilities for decades on end.
