"Devolving" isn't a concept in evolutionary theory. Different
individual in an inter-breeding popu;ation are going to have varying
reproductive success, and the next generation will have more
descendants of those who were most successful at reproduction.

They may end up looking more like their ancestors than their immediate
forbears, but they won't have devolved back to an earlier
organisation, but evolved to something new which happens to look like
the old solution. They certainly won't have recreated the old genome,
even if it looks as if they've recreated the old phenotype.
