The federal law reads almost the same but is not enforced.
Az copied it and will enforce since so many illegal / law violating
people run amuck in Az. The kidnapping state - the rancher death state
the drug importation state... They are trying to clean out the trash.
This isn't a house to house - this is when a violator is picked up -
they must identify themselves. Easy for rational people, usually easy
for illegals - it isn't a race issue it is a law and crime issue.
