Cliff would prefer the alternative, where the insurance companies would
not
be able to make any payouts because of of no profits.


The Swiss insurance companies pay their claims. They have no profits.

If you understand how health care insurance works in the US, you recognize
that there are two ways for an insurance company to make more profit: Cut
down the size of their covered communities, leaving only the young and
healthy ones; or sit back and wait for health care costs to rise.

If you don't recognize those points, you don't understand how it works.

Oh, there's a potential third way, which the insurance companies may yet
accomplish: Get the government to mandate private coverage, with government
subsidies; fight off price controls; and then sit back and count your money.
This is an Idiot Policy that rips off the whole country, something like
Medicare Part D.
