You and me for 4C
 
Any advise on obtaining or making a 4C collet to #4MT adapter?

Any advice on making a handwheel draw tube for said collet sice?
Spindle bore is 1". 5C is for about an inch and a quarter spindle bore
[oh, blast...].

I think I would start by buying a MT4 to MT2 or 3 spindle adaptor and
having at that with some nice sharp carbide tooling. Should make for a
straightforward job. A carbide drill to put an appropriate hole in, and
a pressed in pin and the job's done.

If you wanted to get all fancy-schmancy you could thread the front end
of the sleeve to fit a nut to remove it from the spindle with.
