not, that's what Washington politics are all about.
Now, if you have a choice of people who will represent your
interests in Washington, and your choice is

a: Nice, upstanding guy who will go in as powerless freshman, no
contacts on the Hill, and would never make an enemy.

b: Someone who has a long history in Washington, has the contacts, has
the will to push through legislation that will benefit his constituency
without regard for what people in other states (or other countries)
think. Who can be merciless in your behalf.

Like the lawyer you need when the chips are down, Mr. Nice Guy may not
be your choice when it's gut-check time. Sure, he might do some things
that you consider unethical along the way, but the bottom line is you
get what you need - protection from the other wolves.
And once you take care of the problem, you don't have to invite him
home for dinner with the family.
