A contactor is a component (a relay). You could use them for all sorts
of things, not just involving motors. A motor starter is some set of
components in a box, sold for a specific purpose. Motor starters may
also include overload protection, braking and time-delays for starting 3
phase motors.

However the use of the terminology is vague at best, so check for each
specific thing you're buying.
