Default seeking information on manufacturer

I am trying to find the manufacturer of the Penncraft 3807 breakerbar.
It was made quite a few years ago and all I've found are dead ends. Any
help would be appreciated.

I believe that was a tool brand used by J. C. Penny but I have no idea who
actually made them.
