Curtis-Toledo D-96 compressor

I have a 20 year old D-96 that recently started leaking for
a small cylinder on top of the cylinder head. The cylinder
is connected to a lever that attaches to the flywheel with a
bearing ( I assume that it is an over speed safety). there was an
inch gap between the lever end and the bearing.
I pushed the lever until it touched the bearing and the leak stopped.
The flywheel rpm is 750 (max rated is 800). Advice as to what is
failing and how to fix it greatfully appreciated.
regards,
Jin
