OT-Bin priced dvds

Does anyone know why the soundtracks from old tv series like Dragnet are
not the originals?I bought Dragnet in Walmart for a buck,picture quality
was good but the music background was different from the original
show.Are the public domain standards different for the video and audio
sides?
